Expert Engagements
Focused expert support for public-sector and private operations, oversight, and legal-service delivery.
Not every problem needs a project. Sometimes an organization needs someone who has done the work to look at it directly, say plainly what they see, and stand behind the answer.
Liam Brennan has run a municipal agency, served as a city Inspector General, directed a statewide legal-services organization, and spent eleven years as a federal prosecutor. Expert Engagements is where that experience is available on its own terms: a review, an advisory conversation, a training session, or a second opinion before a decision gets made.
Five forms an engagement can take.
An independent look at how a program, office, or function is operating - from intake of cases or clients through disposition, including whether your controls would, or did, catch a problem and whether your record answers any allegation. You get a written assessment you can put in front of a board, a council, or a funder.
Standing or occasional counsel to a director, commissioner, or executive team working through a difficult operational problem. Sometimes that is a scheduled conversation each month. Sometimes it is one call before a hard decision.
Sessions for staff, supervisors, or board members on investigations practice, case documentation, oversight procedure, records and evidence handling, or how a case-management system changes the way a team works.
Conference sessions, association meetings, academic panels, and public forums on public-sector accountability, oversight, and the operational side of institutional reform.
Short, defined engagements alongside a team already mid-project: a design review, a readiness check before launch, or a second opinion when an implementation has stalled.

Engagements here are scoped tightly and priced accordingly. If what you need is larger than this, we will say so and talk about a different shape.
